There hasn't been any device that cheaply generates electricity off of docks, there have been many that generate from waves typically consisting of large floating structures or platforms anchored to the seafloor. As waves pass, the movement of the water causes the platform to rise and fall. This motion drives mechanical systems like pistons, hydraulics, or turbines, which then generate electricity.
